Below are the Oklahoma School Counselor Association Board of Directors. Interested in serving on the OSCA Board of Directors. Interest forms are due annually in February. President


Dr. Petra Woodard, Retired Executive Director of Counseling, College, and Career
Readiness, Oklahoma City Public Shool

Dr. Woodard most recently retired from public education with her last position being the Executive Director of Counseling, College, and Career Readiness with Oklahoma City Public Schools. She previously served as the Executive Director of Academic Counseling and Alternative Education for the Oklahoma State Department of Education—a position within the Office of Student Support created to work alongside other state education agencies in serving the academic needs of secondary schools across the state. Prior to assuming those roles, she served as a high school principal, school counselor, and teacher working with students, staff and parents to accomplish the mission of preparing all students academically and socially for lifelong learning and achievement. As an Executive Director of OKCPS, she leads the district's school counseling, mental health, and career tech programs. Dr. Woodard is a member of the National School Counselor Association and serves as President of the Board of Directors for the Oklahoma School Counselor Association. Her passion is investing in others and empowering them to become agents of their own change. She and her high school sweetheart, Marcus, have been married for 36 years and are blessed with 3 children and 10 grandchildren.

Jessica Hogaboom, Coordinator of Counseling Services, Union Public Schools,

Jessica is an experienced school counseling leader, presenter, and consultant specializing in hope theory, student mental health, and educator well-being. As the Coordinator of CounselingServices at Union Public Schools, she develops and implements comprehensive counselingprograms, mentors new counselors, and leads the district-wide implementation of the ASCA National Model. A passionate advocate for data-driven school counseling, Jessica presents nationally on topics such as hope theory in K-12 schools, comprehensive school counselingprograms, student connectivity, and preventing educator burnout. She is also pursuing her PhD, where her research explores how hope scores can improve through classroom connectivity and Community Circles

Courtney Lewellen, Middle School Counselor, Shawnee Public Schools,

Courtney earned her BSE in Spanish Education from OBU and a M.Ed. in School Counseling from NSU. She taught Spanish for six years and has spent the last 20 years as a school counselor. All of her work experience has been with middle school and high school students in public and private school settings.Courtney has been part of Shawnee Public Schools for 16 years, currently at Shawnee Middle School as the 6th grade Counselor.”

Dr. Cheryl McGee has been a therapist, educator, and counselor whisperer for nearly 20 years. She serves as a graduate  professor at theUniversity of Central Oklahoma and describes herself as a "champion of school-based mental health., powered by ocean air, dog hair, and a midlife romance with gardening.”

Blaine Coffey, School Counselor, Plainview Public Schools

Blaine Coffey is a school counselor at Plainview Primary in Plainview, Oklahoma with over a decade of experience in education. She graduated summa cum laude from Oklahoma State University with a bachelor's degree in Psychology and a master's degree in Community Counseling. Before entering education to proactively support children and families, Blaine worked as a Systems of Care Counselor at Lighthouse Behavioral Wellness Center. In that role, she obtained her Licensed Professional Counselor (LPC) credential and achieved certification in Trauma-Focused Cognitive Behavioral Therapy (TF-CBT). Driven by a passion for student advocacy, she considers working with children to be her true professional and personal calling. Blaine believes OSCA can support change by intensifying legislative advocacy and state-level engagement to secure funding for lower student-to-counselor ratios and that OSCA must champion resource prioritization so counselors have the realistic capacity to fully meet students' academic, career, and social-emotional needs.

Chelsea (Hinkle) Judd, Career Counselor, Francis Tuttle Technology Center

Chelsea Judd is a passionate and dedicated school counselor committed to supporting the professional growth and impact of school counselors across Oklahoma. She is entering her eight year as a school counselor and currently serves students at Francis Tuttle Technology where she advises students in the Edmond area on navigating career choices and coordinates with school sites on building counseling programs focused on equity, achievement, and student post-secondary readiness. As the most recent Past-President of the Oklahoma School Counselor Association, Chelsea focused on expanding access to resources, advocacy, and community for all school counselors statewide. She has served in multiple leadership roles within OSCA, including Chair of the Awards Committee, where she has worked to elevate and celebrate excellence in school counseling. Under her leadership, OSCA was honored with the 2025 Pinnacle Award from the American School Counselor Association—a national recognition of outstanding programs and leadership. Outside of her professional work, Chelsea enjoys reading, spending time with her husband, Zach, and loving on their three mini dachshunds—Lyla, Maxwell, and Coney.

“I’m honored to serve as an OSCA Member at Large serving members and contributing to the growth and development of school counselors. With 28 years in public education, 12 of those years in school counseling, across diverse educational settings, I’ve consistently advocated for students and school counselors. I hope to bring a creative and collaborative spirit to address the challenges facing Oklahoma students and counselors. As well as strengthen the vision of the role of the school counselors statewide.

Jennifer Sack, Assistant Director of College Counseling, Holland Hall

Jennifer Sack holds a Master’s degree in Counselor Education from the University of Tulsa and has been a state-certified K–12 school counselor since 1996. She has spent 14 years serving as a secondary school counselor in Tulsa Public Schools. In 2026 she became an Assistant Director of College Counseling at Holland Hall in Tulsa. An ASCA-certified College Admissions Specialist and Legal and Ethical Specialist, Sack was name the 2023 Oklahoma School Counselor of the Year and a finalist for the ASCA National School Counselor of the Year. She joined the OSCA Board in 2024.

Tessica Taylor, Elementary School Counselor, Luther Public Schools,

“Tessica Taylor has been a school counselor for 14 years.  She has worked at the elementary, middle, and high school levels and is currently the school counselor at Luther Elementary School.  Tessica joined the OSCA board in 2023 and has previously served as the Secretary and Treasurer. She was also selected as the OK School Counselor of the Year in 2022. Tessica is also a Licensed Professional Counselor. When not working, Tessica spends time with her family on their family farm located north of Luther, OK.”
